4th Avenue SW and SW Normandy Road Intersection Improvements

Project Summary

This project includes two schedules of work. Schedule A includes extending the sidewalk from the southeast corner of SW Normandy Road and 4th Avenue SW approximately 250 feet west to connect to existing sidewalk on the south side of SW Normandy Road. In addition, the intersection of 4th Avenue SW and SW Normandy Road will be regraded. A soldier pile retaining wall will be constructed on the south side of 4th Avenue SW, west of the intersection. The improvements will include cement concrete curb, gutter and 5-foot wide sidewalk as well as utility relocation/adjustment, minor storm drainage improvements, HMA pavement patches, cement concrete curb ramps, traffic barrier, fencing, surface restoration and traffic control, and other work all in accordance with the attached Contract Plans, these Special Provisions and the Standard Specifications. Phase 1

Project Timeline

Work is expected to begin mid to late August.

July 28, 2026 – City Council to recommend award to lowest responsible bidder.

July 14, 2026 – Project Bid Opening at Normandy Park City Hall

June 9, 2026 – Project under design.  This website will be updated once the design phase is complete.  Construction is expected to begin in late summer 2026.

December 9, 2025 – Council approved a contract with Gray and Osborne, Inc. to design the improvements.
