City Council Meeting Roundup

On Tuesday, September 9, the Normandy Park City Council held its regular monthly meeting. Below is a summary of key actions and discussions.

Business License Threshold Update
The Council approved Ordinance No. 1078, which amends the Municipal Code to update the business license threshold for businesses located outside city limits. Currently, businesses earning $2,000 or less annually are exempt from obtaining a business license. Beginning January 1, 2026, that threshold will increase to $4,000 to align with new state requirements. The ordinance also includes provisions for future adjustments. Proclamation on Homelessness Policy
The Council adopted a proclamation outlining its shared values on addressing homelessness. The proclamation emphasizes that while housing affordability is important, it does not fully address the root causes of homelessness. The City Council affirmed its commitment to leadership, acceptance, and evidence-based policies in responding to this crisis.

November Meeting Date Change
Because of the Veterans Day holiday, the Council’s regular November meeting will be held on Wednesday, November 12, instead of the usual Tuesday.

Quarterly Financial Report
Council reviewed and accepted the General Fund Financial Report for January 1 – June 30, 2025. Revenues and expenditures are on track and are expected to align with the approved budget by year’s end.

 Marvista Park Design Contract Approved
The Council approved a contract with Gray & Osborne, Inc. for design and cost estimation of the Marvista Park project, not to exceed $131,362.

  • Phase 1 will address pathways, landscaping, and irrigation improvements.
  • Phase 2 will focus on sidewalk improvements along 4th Ave SW.
  • The project also includes planning for a potential future multi-use building footprint, which would be pursued under a separate contract if approved.

Project funding will come from the City’s General Fund. The packet includes drawings of the proposed improvements.

Local Road Safety Plan Acknowledged
The City Engineer presented the newly completed Local Road Safety Plan, which prioritizes projects aimed at improving roadway safety for all users. The plan identifies seven recommended projects, including five along 1st Avenue, one on Sylvester Road, and various lighting improvement projects. The next step will be to identify funding sources to advance these projects.

City Manager Report – February 6, 2026

The Annual Citizen Satisfaction Survey is Live! It is that time of year! Time for the Third Annual Citizen Satisfaction Survey. The City Council and staff are committed to delivering high-quality services to our community. To better understand how we’re doing and where we can improve, the City launched the annual Citizen Satisfaction Survey in 2024. By taking part, you help us learn what matters most to you and where we should focus our efforts. Your feedback truly guides our work, and your voice matters! As in previous years, the survey asks about your satisfaction with public safety, parks, public works, community development, and City communication. There’s also space to share any additional thoughts or ideas you may have. Once the survey closes, we’ll publish a full report on the results so residents can see what we heard and how we plan to respond.
