NOTICE IS HEREBY GIVEN that the City Council of the City of Normandy Park, Washington, will hold a public hearing on Tuesday, October 14, 2025 at 7:00 p.m. via Zoom and in-person at City Hall in Normandy Park. The purpose of the hearing will be to take public testimony concerning Draft Ordinance No. 1082 regarding the update of the Normandy Park Road Design and Construction Standards.  The purpose of the resolution is to update the Road Design and Construction Standards which is a manual to set forth specific, consistent and acceptable road design and construction elements for developers and other private parties constructing or modifying road or right-of-way facilities which require City licenses or permits; and to establish uniform criteria to guide the City’s own design and construction of new City roads or reconstruction of existing roads.

The SEPA responsible official determined that this non-project action does not have a probable significant adverse impact on the environment and issued a Determination of Non-Significance (DNS) whose appeal period ends on Tuesday, October 14, 2025.

The purpose of this notice is to invite interested parties to testify or submit written evidence or information regarding the action and the DNS.  Such comments become part of the record. Upon completion of the public hearing the City Council will direct further action. The action of the City Council may be appealed to the Superior Court.

Any interested party may submit written comments on this proposal. Written comments must be submitted to the Normandy Park City Clerk in person, by postal mail, or by email to Erin Smith, City Clerk, at

The applicant is the City of Normandy Park. A copy of the draft Road Design and Construction Standards and  legislation is available for review on the city website, and hard copies can be requested.
