Request for Qualifications – Architectural Services – City Hall Remodel

  1. Introduction

The City of Normandy Park is soliciting Statements of Qualifications (SOQs) from qualified architectural firms to provide comprehensive design services for the remodel of the existing City Hall Facility. The City Hall building is approximately 10,000 sq ft, originally constructed in 1953 as an elementary school and remodeled in 1988, now requires modernization to support the community and City operations for the next 30 years.

The selected architectural firm will provide conceptual design, programming, cost estimating, and full design services necessary to deliver bid‑ready construction documents, including permitting.  Required services will include Interior Design, Structural, Civil, Mechanical, Electrical, Plumbing, and Landscape Architecture. The architect will collaborate closely with City staff throughout the process.

  1. Project Overview

The remodel of the current City Hall seeks to:

    • Address deficiencies identified in the 2025 City Hall Assessment
    • Improve operational efficiency of administrative and police functions
    • Reconfigure interior spaces to better support staff and community use
    • Explore redesigning the existing council chambers into a flexible multipurpose room supporting recreation programming, public meetings, and formal council functions
    • Incorporate sustainability principles that reduce long‑term operating costs
    • Enhance the building’s presence along SW 174th Street and strengthen community connection through thoughtful architectural expression
    • The estimated construction budget is approximately $2 million to $3 million, excluding professional services, permitting and contingencies.

The City values a design approach that is cost‑conscious, energy‑efficient, and reflective of Normandy Park’s unique character. The remodel should embody a vernacular aesthetic that respects local history and materials without appearing outdated or thematic.

  1. Project Goals

The completed remodel should:

    • Provide safe, functional, and comfortable workspaces
    • Reduce long‑term operating costs through sustainable and efficient systems
    • Improve service delivery to the public
    • Convey a welcoming civic identity with an inviting main entry and small outdoor plaza
    • Minimize disruption to City operations during construction
    • Plan for construction phasing or relocation to accommodate current services
    • Deliver a facility that remains adaptable into the future

  1. Submission Requirements

Each proposer shall submit a Statement of Qualifications that includes:

    • Firm background, history, and relevant experience
    • Demonstrated expertise in:
      • Municipal or similar public‑sector projects
      • Building remodels and adaptive reuse
      • Cost estimating and value engineering
      • Sustainability and life‑cycle cost analysis
      • Public engagement processes
      • Visual presentation and graphics
    • Qualifications and roles of key personnel
    • Experience integrating public art (if applicable)
    • At least three (3) references for similar work
    • A proposed schedule for design and construction
    • Any additional information the proposer believes will assist in team selection

Proposals must be submitted electronically by email or delivered in hard copy to City Hall.
Proposals should be limited to 30 pages in total.

  1. Terms and Conditions
  • Proposers are responsible for ensuring that their SOQ is received by the deadline. Late submissions will not be considered.
  • Errors discovered after submission may not be corrected.
  • Proposers are responsible for ensuring they have the most current version of the RFQ.
  • The City reserves the right to request clarification or additional information from any proposer.
  • The selected consultant will be required to maintain professional liability, general liability, and workers compensation insurance in amounts acceptable to the City.
  • The City may amend the RFQ by written addendum.
  • The selected architect will be required to sign a contract provided by the City.
  • The City will not sign a proposer’s standard contract or service agreement.
  • All submitted materials become public record upon receipt.
  • The proposer must comply with all applicable federal, state, and local regulations, including labor laws.
  • Proposers must maintain all required business and professional licenses.
  • The City is not responsible for any costs incurred in preparing or submitting an SOQ.
  • All disputes arising under this RFQ or any resulting contract will be governed by Washington State law and venue in King County.
  • The City reserves the right to interview shortlisted firms prior to final selection.
  1. Evaluation and Selection

The City will evaluate SOQs based on:

    • Relevant experience and technical competence
    • Qualifications of key personnel
    • Understanding of the project and approach
    • Ability to meet schedule
    • Quality of past performance
    • Overall presentation

The selection committee will shortlist finalists and present its recommendation to the City Council, which will authorize negotiations with the preferred architect.
