The City of Normandy Park seeks an experienced, people-focused leader for an exciting career opportunity serving as the City’s Community Development Director. You can travel across this country and not find a more gorgeous setting than Normandy Park! A coastal community sitting along Puget Sound halfway between Seattle and Tacoma, Normandy Park is nestled among mature conifers, deciduous trees, beaches, and clear streams. Normandy Park is one of the top neighborhoods in the Seattle/Tacoma metropolitan area. Surrounded by the larger cities of Burien to the north and Des Moines to the south, with incredible views of Puget Sound, Mt Rainer, and the Olympic Mountains to the west, Normandy Park is truly a “hidden gem” and a “center of calm.”
Organization
The City is proud of its unique character and small-town feel. Normandy Park is just under 7,000 in population and residents are very supportive of the local government and the services that are provided. The city’s total budget for 2024 is $13.9 million, including a $6.8 million General Fund budget. Property taxes are the major source of ongoing revenue, with over $700,000 in sales tax. Property owners also support an excess property tax levy as part of the tax burden. Other major revenue sources are utility taxes, franchise fees, and State-shared revenues.
Ideal Candidate
The Ideal Candidate for the Community Development Director role will be an experienced, proactive, and collaborative leader who is deeply committed to the success of the community and is a strategic big-picture thinker. The Community Development Director will stay ahead of emerging trends: recognize the broad implications of development issues, show openness to new perspectives, and see the relationship between community needs, stakeholders, project processes, and outcomes. Candidates should have a proven record of success as a senior development leader and manager in a complex organization, be skilled at public speaking, and be knowledgeable and committed to effectively engaging with internal and external stakeholders.
Under the general direction of the City Manager, the Community Development Director develops, performs, plans, organizes, manages, provides leadership, implements, and oversees the community development activities of the City, including zoning and land use planning, project approvals, community engagement, grant management, and the development and maintenance of a comprehensive community development strategy. The ideal Community Development Director for the City of Normandy Park is an outstanding leader and manager with a demonstrated track record of achievement. The ideal candidate will work with staff, elected officials, and the public as a partner, supporter, and trusted adviser.
Requires a bachelor’s degree in urban planning, public administration, or a related field (a master’s degree in urban planning, public administration, or business administration is preferred) and a minimum of five years of progressively responsible public management experience in a comparable municipal organization.
