City Council Meeting Roundup

On Tuesday, March 11th, the City Council held its regular monthly meeting. Here are the meeting highlights to help keep you informed.

  • Adoption of Resolution No. 1017 authorizing the allocation of $6,552 to the South King Housing and Homelessness Partners (SKHHP) to finance affordable housing projects in South King County – The City of Normandy Park is a member of SKHHP. This partnership aims to bring together the cities in South King County to ensure the availability of housing that meets the needs of all income levels in South King County. In 2021, the City of Normandy Park executed an interlocal agreement to pool sales tax receipts with SKHHP to administer funds through its Housing Capital Fund. With the approval of this resolution, the City Council allocated its portion ($6,552) to help finance four affordable housing projects in South King County.
  • Residents Pat Pressentin and Kris Hansen were reappointed to the Planning Commission – The Planning Commission advises the City Council on all matters relating to the Comprehensive Plan and land use regulations, and members are appointed to six-year terms. Welcome back Pat and Kris.
  • Approval of the Memorial Tree Program for the City Parks – The Council established a Memorial Tree Program for residents. This program will enable residents to plant a tree in one of our wooded parks with a memorial plaque inscribed nearby to honor the memory of a loved one.
  • Miller Creek Property Purchase and Sale Agreement – An agreement was approved to purchase a parcel on 13th Ave SW to support the expansion of the upcoming Salmon View Park and the restoration and enhancement of the property’s riparian, wetland, and floodplain functions. This purchase is 100% funded by the King County Conservation Futures Tax Levy (CFT) funding and King County Parks Levy Capital and Open Space Funding.
  • Property Purchase and Sale Agreement for Marine View Park – A second purchase agreement was approved to purchase a small parcel on Marine View Drive SW. This acquisition will allow us to support the expansion of Marine View Park and the publicly accessible shoreline. This project also supports the protection of nearshore and critical salmon habitats. This purchase is 75% reimbursable by King County CFT funding. The 25% match will come from King County Parks Levy Capital and Open Space Funding.
  • Official Position on HB 1380 – The City Council is committed to strengthening our legislative advocacy for the benefit of Normandy Park. Because of this, the City Council approved an official position on HB 1380 being considered by Washington State. The proposed bill intends to balance public safety with compassion for individuals experiencing homelessness. While this is commendable, the proposal does not address the root causes of homelessness, nor does it provide funding for local cities to provide services or account for the immense diversity of needs between Washington’s many cities and towns. Because of this, the City Council of Normandy Park is opposed to the passage of this legislation.

City Manager Report – March 28, 2025

The City of Normandy Park is proud to announce that we have been awarded a $45,450 grant to restore a 2-acre portion of Nature Trails Park. Since 2016, the City has been managing its urban forest restoration activities. While much has been accomplished, considerable work remains, and this grant will help with this effort.

King County 911 service continues to enhance its ability to serve all communities by improving language accessibility in emergency communications. One of the most significant advancements in this area is the Text-to-911 Automatic Translation Service, which allows it to receive and respond to emergency texts in multiple languages in real-time.

Animal Control in Normandy Park
As part of the 2025 Citizen Satisfaction survey, residents are being asked about animal control. While it is still early in our data collection, 38% of respondents say they don’t know or have no opinion on these services. In 2024, it was about the same percentage. So, I wanted to give you some additional information on animal control in Normandy Park. In Normandy Park, the Police Department is responsible for animal control and offers the following services:
