City Council Meeting Roundup
On Tuesday, October 8th, the City Council held its regular monthly meeting. Here are the meeting highlights to help keep you informed.
- Three contracts were approved.
- Contract renewal with SmartGov – The City renewed the contract with SmartGov to support the City’s online permitting system.
- Contract with Placer AI – Placer AI is a location analytics company that collects geolocation data anonymously from mobile devices. This information will assist the City in developing city-specific analytics for any number of queries regarding customer behavior, commercial and business location and attraction choices, and economic climate and performance.
- Contract renewal with 575 Inc. – This contract supports the City’s website management needs.
- Ordinance No. 1067, Adjusting Stormwater Utility Fees, was approved – This ordinance will adjust the Stormwater fees for 2025 and 2026 by 3%. This increase will ensure this fund stays fiscally sound.
- Ordinance No. 1068, amending the Municipal Code to change the penalties for violations of the Fireworks Code, was approved – Currently, when you violate the City’s fireworks code, you are subject to a misdemeanor. With this new amendment, violations are now on a progressive scale, beginning with an infraction, intending to increase enforcement. The first offense is now a $250 fine, a second offense is a $500 fine, and a third offense would be a misdemeanor. The ordinance also includes a two-year look back.
- Ordinance No. 1069, exempting the City from obtaining Right-of-Way permits, was approved – The proposed ordinance will add a new section to the municipal code to exempt City crews and City contractors from Right-of-Way permit requirements.
- First Reading of Ordinance No. 1070, amending the Local Improvement District requirements, was approved – The current code has a funding mechanism to ensure residents can request local improvements from the City, with the residents being responsible for the improvement costs. The current codified process for petitioning the City for said improvements is from 1962 and does not function well. The proposed amendment will instead have the mechanism for these requests to follow the Revised Code of Washington (RCW). This ordinance change will not prevent residents from being able to petition the City Council, and the second reading is scheduled for November 12th.
- Reappointment of Art Commission members – Lawerence Peryer and Samantha Pabon were reappointed to the Art Commission. The Art Commission represents the City’s interest in art matters and communicates these efforts to the City Council.

Citizen Satisfaction Survey Closing Soon!
The Annual Citizen Satisfaction Survey will close on Monday, June 2, 2025. Thank you to all the residents who have already taken the survey. For those who haven’t completed the survey, please take a moment to share your thoughts on public safety, parks, permitting, public works, and communication – your input can drive real change!
To date, over 380 residents have completed the survey. Here are some fun facts from the information that has been gathered so far:

Grant Opportunity for our Local Businesses Economic development is vital to our City, so we are always on the lookout for opportunities to support our local businesses. Because of this, I want to share some information about a grant that could help a Normandy Park business flourish. Comcast RISE is supporting the growth of small businesses and entrepreneurs committed to uplifting their local communities. The program is built to help businesses and their communities thrive with a focus on economic growth. To date, Comcast RISE has awarded 14,000 small businesses with over $140 million in monetary, marketing, and technology grants, and Comcast RISE is back in 2025.

Summary of the April 23rd Town Hall Meeting. On Wednesday, April 23rd, the City Council hosted another quarterly Town Hall meeting. This meeting started with a demonstration of our anti-pursuit equipment. We then reviewed the City’s upcoming projects and checked in on the results to date on the 2025 Citizen Satisfaction Survey.
