City Council Meeting Roundup
On Tuesday, December 13th, the City Council had its regular monthly meeting. Here are the meeting highlights.
- The City Council started the meeting by recognizing the City’s general fund debt-free status. In early December 2022, the City made its last payment on the general obligation bond that was issued in 2013 related to work that occurred on First Avenue. The city worked hard and set aside funding to pay this debt ten years early. With this action, the city’s general fund has no debt.
- The City’s 2023-2024 Budget was approved. The biennial budget document presents the plan for allocating city resources to the programs necessary for public safety, enhancing the quality of life and natural resources, and maintaining and developing the city’s facilities and infrastructure. Some of the highlights of the approved budget include the following:
- An additional Police Officer position has been added to the Police Force.
- The city has established a Building Replacement Fund to support the construction of new buildings in the future, such as a new City Hall.
- The city’s Strategic Reserve is maintained at $2,000,000.
- Funds to support community partnerships and recreational programs are budgeted.
- The City’s Public Works Supervisor position has been reinstated.
- Roadway resurfacing improvements continue to be funded at $300,000 annually.
- A section of sidewalk was approved to be installed on First Avenue.
- The City’s 2023 Fee Schedule was updated. Every year, the city reviews its fees. And when appropriate, user charges and fees are adjusted to reflect the total cost of providing the related service. There were only minor increases to some building permit fees and the preschool tuition rate to limit the impact on residents.
- The 2023 Legislative Agenda was approved. The Legislative Agenda reflects policies that will support the city’s strategic goals and focus on what the city can ask other legislative bodies to do to help Normandy Park. Areas of focus include public safety, behavioral health, environmental issues, and transportation. At the meeting, the City Council encouraged residents to join us in promoting these priorities.
- A purchase agreement for the parcel needed for Walker/Sequoia Creek Project was approved. This exciting project will create a new open space park that will provide the only public access to salmon spawning within Normandy Park. In addition, this project will include the installation of a newly designed fish-passable culvert. Read last week’s report to learn more about this project.

City Council Vacancy
The City of Normandy Park is seeking applicants to fill the vacancy of City Council Position #5. This temporary appointment will expire upon certification of the November 2023 General Election. Interested residents must apply by noon, February 1, 2023. To obtain an application, visit City Hall or the city’s website starting on Tuesday, December 20th. In early 2024, the City approved the Parks, Recreation, and Open Space Plan (PROS Plan). This document establishes a 20-year plan to improve the City’s Park system. The number one ranked project was constructing a covered sports court at City Hall Park.

City Manager Report – November 15th, 2024
On Tuesday, November 12th, the City Council held its regular monthly meeting. Here are the meeting highlights to help keep you informed. The Port of Seattle made a presentation on the Sustainable Airport Master Plan (SAMP). The SAMP is the blueprint for changes at Seattle-Tacoma International Airport (SEA) to meet future forecasted demand. The master plan process was completed in 2018 and identified 31 Near-Term Projects (NTPs) intended to serve 56 million annual passengers as well as flights and cargo activity at an optimal level of service.
