Peddler’s Permit Required for Door-to-Door Sales
We regularly receive questions about door-to-door sales in Normandy Park. While these activities are allowed, they are also regulated to help protect residents’ privacy and safety. As the weather improves and door-to-door activity tends to increase, here’s a quick overview of the rules and answers to commonly asked questions.
What is a Peddler?
The Normandy Park Municipal Code defines a “peddler,” “solicitor,” or “canvasser” as any person who, without prior invitation, goes door-to-door offering to sell goods or services for present or future delivery.
Is a permit required for this activity?
Yes. Before engaging in door-to-door sales, individuals must obtain both a Normandy Park business license and a Peddler’s Permit. As part of this process, they are issued a peddler’s license, which must be visibly displayed on their outer clothing while conducting sales.
What are the limitations?
Door-to-door sales are only allowed between 9:00 a.m. and 8:00 p.m. Peddlers must also respect posted signage. They may not approach any home or business displaying a “No Peddlers,” “No Solicitors,” “No Trespassing,” or similar sign indicating the occupant does not wish to be contacted.
Are there any exceptions?
Yes. A Peddler’s Permit is not required for:
- Sales of local newspapers
- Farm products or edibles raised or produced by the seller
- Individuals representing charitable, political, or religious organizations
- Representatives of federal, state, or local government agencies
- Individuals engaged in political or other First Amendment activities
What should I do if someone is not following the rules?
If someone is going door-to-door without a permit, outside permitted hours, or ignoring posted signage, residents are encouraged to contact the Normandy Park Police Department.
These regulations are in place to strike a balance between allowing legitimate business activity and respecting the comfort and privacy of our community.
